RELIEF ON OFFER BY NMBM
The Nelson Mandela Bay Municipality offers the following relief to residents.
ASSISTANCE TO THE POOR SUBSIDIES (ATTP) and REBATES.

Should the applicant be Bedridden, please contact tel: 041-506 1416 to arrange for a home visit. Alternatively, download the applicable application form below, have it completed with all required documentation. This can be delivered to any of the Customer Care Centres, or emailed to the address specified.
ASSISTANCE TO THE POOR (ATTP)

DOMESTIC RESIDENCE
|
The benefits of receiving an ATTP subsidy are as follows:
- A full credit for property rates.
- A credit to the maximum of 8 kiloliter's of water per meter reading cycle
- A credit for the monthly charge for the sewerage up to 11 kiloliter's
- A full credit for the monthly charge in respect of the refuse collection.
- 75 kWh units of free electricity monthly with the first purchase
Qualifying Criteria:
The Total income of Owner/s and Spouse living on the property may not exceed R4360 per month.
The following Grants received by a household are not included in the above:
- Foster Child Grant
- Care Dependency Grant
- Child Support Grant
- Grant in Aid
- Court ordered Child maintenance
- Disability Grant
How to apply:
The account holder or an authorised person, must apply in person at any of the NMBM Customer Care offices or via email. The relevant application form must be completed and copies of the necessary supporting documentation must be produced:
- ID of the owner/s, Spouse and whereabouts of all co-owners are required
- Proof of income (payslip or affidavit) of all owner/s.

PUBLIC BENEFIT ORGANISATIONS - NOT FOR GAIN INSTITUTIONS

How to apply:
The authorised person, must apply in person at any of the NMBM Customer Care offices. The relevant application form must be completed and copies of the necessary supporting documentation must be produced:
- ID of Registered Secretary or authorised signatories
- Written proof from SARS, indicating that the NGO/NPO is registered and exempt from paying taxes
- Financial Statements
Please Note: The property where the assistance is sought, needs to be solely used as an NGO. The Organization must be the owner of the property and the property must be registered and exempted from property Rates by the Rates department.
Benefits:

Qualifying Criteria:
The total income of all occupants living on the property may not exceed R4360 per month
The following Grants received by a household are not included in the above:
- Foster Child Grant
- Care Dependency Grant
- Child Support Grant
- Grant in Aid
- Court ordered Child maintenance
- Disability Grant
How to apply:
The Tenant, can apply in person at any of the NMBM Customer Care offices. The relevant application form must be completed and copies of the necessary supporting documentation must be produced:
- ID of the Qualifying occupants
- Proof of income (payslip or affidavit) of all occupants
- Copy of the latest Rental Agreement
NB: Successful application is only valid for 12 months from the Date of Approval.

BODY CORPORATE’S/ OLD AGE HOMES

The benefits of receiving an ATTP subsidy are as follows:
- A credit to the maximum of 8 kilolitres of water per meter reading cycle credited to the Body Corporate Account
- A credit for the monthly charge for the sewerage up to 11 kilolitres to the Body Corporate Account
- 75 kWh units of free electricity monthly with the first purchase, credited to the Body Corporate Account in the event of the owner not having a Private Municipal Account
Qualifying Criteria:
The total income of the Owner/s living in the unit may not exceed R4360 per month.
The following Grants received by a household are not included in the above:
- Foster Child Grant
- Care Dependency Grant
- Child Support Grant
- Grant in Aid
- Court ordered Child maintenance
- Disability Grant
How to apply:
The managing agent or an authorised person, must apply in person at any of the NMBM Customer Care offices. The relevant application form must be completed and copies of the necessary supporting documentation must be produced:
- ID copy of potentially Qualifying residents.
- Proof of income (payslip or affidavit) for the Owner/s
- Percentage Quota document

REBATES
|
WATER LEAK REBATE
|
Qualifying
Criteria:
Must be an underground leak not discernible on the surface, repaired within 48 hours of detection, for which a certificate/affidavit must be submitted within 30 days from the repair date. Only one rebate is allowed over the period of a year. Rebate only covers 50% of the leaked water.
How
to
apply:
The account holder
or authorised person must visit any Customer Care centre and submit the plumbing certificate of the plumber who repaired the leak. Applications can also be emailed to customercare@mandelametro.gov.za.
The certificate must indicate that the water leak was underground – no rebate will be allowed for any water leak above ground. e.g Stolen or leaking taps and pipes etc.

PENSIONERS / DISABLED RATES REBATES

Qualifying Criteria:
Applicant must
be
owner
of
property - at least 60 years old (pensioner) or disabled. Total gross monthly income from all sources not to exceed R16 658.33 per month (R199 900 Per Annum) and must not be a recipient of an indigent subsidy.
How to apply:
The account holder or
authorised person must visit any Customer Care center together with the following documentation, or post original documents to P.O Box 834, Port Elizabeth, 6000:
- ID of the Qualifying occupants
- Proof of income (payslip, bank statements or affidavit) for all occupants

PUBLIC BENEFIT ORGANISATIONS AND NOT-FOR-GAIN
|
Qualifying Criteria:
Applications for exemptions by Public Benefit Organizations/Institutions e.g. hospitals, orphanages, old age homes etc must be accompanied by an original or certified copy of a letter from SARS confirming that it complies with Sec 30 of Income Tax Act 1962, read with the Ninth Schedule to that Act. All other property owners must submit a letter from
their
auditors, or annual financial statements as confirmation.

SPORTING BODY RATES REBATE
|
Qualifying Criteria:
The property must be used solely for sporting purposes and not for private gain. An application form must be submitted together with audited financial statements. If such statements are not available, reasons for this must be given on the club’s official letterhead and submitted together with an un-audited financial statement and application form.

Note: If the beneficiaries of a deceased estate qualifies for ATTP benefits, and the property valuation is under R250 000- Council appointed attorneys will assist with a free transfer of the deceased’s property into the beneficiaries name/s.
